Observatory and Initial Training on Business Crisis for MSMEs

The European Directive 2019/1023 introduces new standard rules for the preventive restructuring, insolvency and debt relief of companies in financial difficulties. The aim is to enable companies to restructure promptly and avoid bankruptcy by promoting a ‘second chance’ culture.
This Directive harmonises the rules on restructuring processes and insolvency situations to consolidate the European single market and a culture of rescuing companies in crisis. It includes rules for pre-emptive restructuring, early warning tools, debt relief procedures and measures to increase the effectiveness of restructuring, and insolvency and debt relief processes. The objective of OiTBC-MSMES is to set up an observatory on how the Directive is implemented in the main EU countries and to organise dissemination and involvement events for partners, with a particular focus on micro and small enterprises. The objective is to raise awareness among small businesses on the regulatory obligations and the opportunities for good organisational and management practices resulting from the adequate and timely dissemination of the Directive.

OiTBC-MSMES wants to support micro and small enterprises in the process of regulatory change, making them aware of how this change represents an opportunity to implement or improve business performance management. To this end, it is paramount to use the tool of vocational training, which makes it possible to transmit the necessary knowledge and skills effectively and continuously. Therefore, the project perfectly aligns with the sectoral priority “Enhancing the attractiveness of vocational training”.
